Coronavirus Venice  Update

These numbers are not strictly comparable to other countries and other regions. Italy was one of the first countries to face the COVID-19-pandemic. We are one to two weeks ahead of many of the other European states. In Italy, testing has been going on for a longer period. As an example: As of the 16th of March, Great Britain had conducted approximately 45.000 tests. While at the same time the Region of Veneto had done almost 40.000. And in all of Italy, a total of around 140.000 tests had been completed.

Some countries, like Sweden and Finland, have changed the strategy of testing altogether. They no longer try to discover all cases but are limiting the testing to patients with symptoms and risk-groups only.

Also, in Italy, the death rate includes all deceased patients with the COVID-19 infection, regardless of the cause of death. This is not the case everywhere, as countries have national guidelines on how to do the statistics. This could make the figures in Italy higher than in comparable countries.

The numbers show increating figures again. This could at least to some extent be explained by the increasing number of tests. Today 36.600 have been analyzed. That is 25% more than the previous highest number. Italy is doing more tests day by day and has now arrived at a total of almost 400.000.

In Veneto, the President of the republic, Luca Zaia, is aiming at a capacity of 20.000 tests per day. That would be about the same as Germany. Although some experts say this has very little effect, when the first cases in Veneto were discovered in Vò Euganeo, the whole population of 3300 was tested. 50-75% of which didn’t have any symptoms. The positive cases were all isolated and the village was sealed with police at all access roads. In that way, in Vò Euganeo the spreading of the disease stopped completely.

Finally, we see a slowdown in the new cases. The trend starting from around March 8 is now definitely confirmed. We have growth in new cases of 8,1%, compared to 25% on March 7, 8, and 9. The number of new cases is still growing and counting the diseased and recovered the growth is around 10%, but we see a trend and that trend is being confirmed.

Especially in the northern parts (… Lombardia, the hardest affected region has a case-growth of 5,7%), while f.ex. Puglia and Sicilia have around 15%. Unfortunately, this corresponds with the development we see all over: If you start later the peak comes later. The time-line is very similar in different parts of Italy, Europe and the world.

New Decree March 20

The new rules are really nothing more than an additional closure. Now every access to any public space is more or less forbidden. Parks, squares, everything. You can no longer do sports alone outside, the children can no longer play outside even if they are by themselves. The only exception is if you’re in your own garden or close to your residence.

The last restaurants and bars, those inside Train stations and Airports, are now closed. Only the restaurants along the Motorway are open but only for take away. 

The military is called in for surveillance and control in Milan and a few other provinces.

The numbers are still increasing, but the daily growth is slowing down starting from March 7. We should be able to see negative numbers in day to day growth from the end of this week or the beginning of the next. That would be a first sign of a situation that is stabilizing. 

The next step would be to get the numbers of infected to actually diminish.

The first arrests according to the new regulations about the prohibition to stay outside without confirmed reason and self-certification, have happened in Rome. From March 10, 2020, the whole of Italy has become a red zone. Since we can no longer talk about zones, epidemic cores or different levels of risk in various parts of the country, they’ve closed it all down It’s a national, actually an international emergency. 

So, you can’t travel into or out from Italy unless for declared necessity or stopover to another country. Everything, where you encounter others closer than a meter or two, is closed. Museums, theaters, cinemas, discotheques, etc, but also gyms, swimming pools, churches and all kinds of meetings or gatherings of people.

Shops and stores are open, as are restaurants and bars, but closure is fixed at 6 pm and no music or gaming or anything else apart from serving food and drinks is allowed. closed, Shopping centers are closed on weekends.

People stay, or at least should stay at home. The police can ask the reason why you’re moving around. The transport of persons is allowed for the purpose of work, health, and emergency. Nothing else.

Venice is now Red ZoneMeaning that you can’t enter and you can’t exit. For tourism Venice is now closed. Access has to be motivated by proven work needs or other situation of necessity.

International travelers Schengen and non Schengen: At arrival at the airport, the train station, or port, you are requested to motivate your reason for staying in Venice. Without valid motivation disembarking will be permitted for transfer to other regions in Italy or to other countries.

The first place that was struck in Veneto, and one of the first in Italy, was Vò Euganeo, a small village outside of Padova. Here the numbers of COVID-19-positivs almost immediately shot high. Tests were made on the total of the population and 88 cases were confirmed positive. 

That was two weeks ago, and since then, the village has been a red zone. The 88 positive cases were isolated and now that figure should be 84. To adequately confirm the spread and the incubation-time, a new test will be made on the whole population. 

This could provide very valuable information as Vò is completely isolated and the cases are monitored. It could be of enormous help to understand the course and pattern of the disease.

The gondoliers are playing football. There’s very little else they can do to kill some time…

A new decree came yesterday. Not much new for us. We, in Veneto, already had most of these regulations since the last time. The new text includes all of Italy. 

So, We still have the droplet-distance of one meter. That is. museums and other attractions where people move around alone, or in groups, can still keep open as long as the facility can guarantee 1 meter between the guests. 

Theaters, cinema, discotheques, sports events, congresses, and every other event where people are gathered, are banned. Even the football matches are played at closed stadiums. 

Restaurants and Bars can keep open on the same basis. To ensure the distance, service is allowed only if the guest is sitting down. In Venice, at least the Bars, do not respect this… You can still have your coffee standing up.  

Many bars and restaurants are closed for “Vacation”. Most of the Museums are open, and even though the amount of people who can access is limited to the “droplet”-number, there are no problems whatsoever to enter. The lines have completely vanished.

The Belltower is open from 10 am till 4 pm.

The Doges Palace is open as normal.

The Basilica is closed.
